Why these three permits together
Arizona Non-Resident
Widely recognized and the backbone of most multi-state carry setups.
Utah Non-Resident
Covers several states Arizona alone does not, and requires a BCI certified instructor.
California (Riverside)
California honors no out-of-state permits, so a California license is the only path in.
State-by-state coverage
Reciprocity agreements change. Always confirm with the destination state before you travel.

Reciprocity questions
- How many states can I carry in with Arizona, Utah and California permits?
- The Arizona and Utah non-resident permits together are honored in roughly 35 to 38 states, depending on current agreements. Adding a California (Riverside County) permit adds California itself, which honors no out-of-state permits.
- Why do I need both an Arizona and a Utah non-resident permit?
- The two permits do not cover an identical list of states. Several states recognize one but not the other, so carrying both maximizes the number of states where you are legal.
- Can a non-resident get a California CCW?
- Yes. California issues non-resident licenses in limited circumstances, and Riverside County is generally regarded as the most workable county for out-of-state applicants. A documented live-fire qualification is required.
- Does Hawaii honor Arizona or Utah permits?
- No. Hawaii does not currently recognize out-of-state concealed carry permits. Hawaii residents take this class so they are legally covered when they travel to the mainland.
- Do I have to travel to Arizona, Utah or California to apply?
- No. The Honolulu MasterClass includes classroom instruction, live-fire qualification, fingerprinting, photos and document preparation, and the packets are mailed or submitted online for you.
